In the late 1940s, Frank Coggins developed the majority of the land for Berkeley Lake. By the early 1950s, residents, eager to exercise some development and zoning control, sought to incorporate and won Georgia General Assembly approval for a city charter in March 1956.

Constructed in 1948, the Berkeley Lake dam is one of the largest earthen dams in the state.
