Screven County first organized from parts of Burke and Effingham counties in 1793. Its land had once been part of the Colonial parishes of St. Phillip and St. Matthew. As was common during this period, county residents named their home for a Revolutionary War figure, General James Screven. Since its creation, Screven has moved its county seat twice; its current county seat, Sylvania, is named for its forest setting.
